Pennsylvania law requires you to turn on your headlights in all posted work zones, not just active work zones. If police stop you for another work-zone traffic violation and your headlights are off, an additional $25 fine applies.
In an active work zone, a police-issued conviction for driving 11 mph or more over the posted speed limit, or a qualifying safe-speed conviction after a reportable crash, results in a 15-day license suspension. Fines for certain traffic violations are doubled in active work zones.
Pennsylvania work zone speed camera penalties: automated enforcement in an active work zone applies at 11 mph or more over the posted limit. The first automated violation is a warning, the second is $75, and third or subsequent violations are $150; these are civil penalties with no license points.

Divided highway exception requires a physical barrier. Guiderails, concrete barriers, grass strips, a stream, or trees qualify. A painted line does NOT. Know what counts and what does not. it is tested.
Turn on headlights in all posted work zones. it is the law. This applies even when the work zone is not active. Police-issued speeding of 11 mph or more over the posted limit in an active work zone can trigger a 15-day license suspension.
Speed limits. School zones: 15 mph when flashing or during indicated times. Pennsylvania maximum speed limit is 70 mph; always follow the posted limit.
Railroad crossings. When a train-related stop is required, stop 15-50 feet from the nearest rail. Passing within 100 feet is prohibited when the pass requires driving left of center, and no parking is allowed within 50 feet of the nearest rail.
Give bicyclists at least 4 feet when passing. Slow to a careful reduced speed. If necessary and safe, you may cross the center double yellow line to provide the required clearance. Forcing a cyclist off the road may result in criminal charges.
Flashing signals. Flashing red = full stop. Flashing yellow = caution: slow down, look and proceed with care. Flashing yellow arrow = yield to oncoming traffic and pedestrians before turning.
Horse-drawn vehicles follow the same road signs as motor vehicles. Pennsylvania Driver Manual states that its road rules apply to bicycles, horse-drawn vehicles, and motor vehicles.
