West Virginia sets different road-test waiting rules by licensing path. A teen must hold Level 1 for at least 180 days and be conviction-free during the immediately preceding 180 days. A first-time adult applicant must hold the regular Class E instruction permit for at least 30 days before the road skills test.
The waiting period depends on the applicant's age and licensing history.
Practice-hour details belong on the Required Practice Hours page; this page focuses on when you become eligible to test.
Before testing, make sure the waiting-period requirement and the other eligibility conditions for your path are complete.
| Condition | Teen Level 1 | First-Time Adult (18+) |
|---|---|---|
| Permit Hold Period | At least 180 days | At least 30 days |
| Conviction-Free Requirement | No convictions during the immediately preceding 180 days | No separate 180-day GDL requirement |
| Practice / Driver Education | Complete the applicable supervised-hours or approved driver-education path | No 50-hour state requirement |
| Permit Currently Valid | Required | Required |
The knowledge-test passing mark is 19 correct answers out of 25 (76%). Eighteen correct answers is 72%, not 74%.
The statutory 30-day instruction-permit period applies to an applicant who has never previously held a driver's license. If you were licensed before, your exact testing path can depend on your prior credential history, so confirm the current requirement with WV DMV before scheduling.
The Level 2 rule is based on being conviction-free for the immediately preceding 180 days. A citation by itself is not the same as a final conviction. If a case is pending close to your eligibility date, confirm how DMV will treat it before booking the skills test.
You need a valid instruction permit to take the road skills test. If the permit expires first, obtain a current permit before testing. A first-time adult applicant should also confirm how the 30-day holding rule applies to the newly issued permit.
Eligibility and appointment availability are separate. Reaching your legal eligibility date does not guarantee an immediate skills-test slot.
Use the Road Test Location Choice page for current office availability, scheduling rules, and weather-related service changes.
Road-test eligibility can be delayed by a conviction within the required 180-day GDL period, permit expiration, or an incomplete under-18 practice/driver-education requirement.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
