West Virginia DMV offers West Virginia Mobile ID, and its current Mobile ID guidance includes instruction permits and minor instruction permits among supported credential types. That does not mean a phone image or unofficial wallet copy replaces the permit you are required to have in your possession while driving.
Yes. West Virginia Mobile ID supports instruction permits and minor instruction permits as eligible credential types. Use only the official WV Mobile ID process.
| Credential or Copy | What It Means |
|---|---|
| Physical instruction permit | The issued permit document. West Virginia law requires the permit to be in the driver’s immediate possession while operating under the permit. |
| West Virginia Mobile ID | Official WV DMV digital-credential service that includes instruction permits among supported credential types. |
| Photo or screenshot of a permit | Not the same as an official Mobile ID credential. |
| Apple/Samsung wallet entry | Do not assume a self-added image or wallet item is an official WV credential. Follow the current WV Mobile ID instructions for supported digital presentation. |
Download the official West Virginia Mobile ID app, register your phone number, scan the front and back of your current physical permit, take the required selfie, and complete activation. WV DMV lists instruction permits and minor instruction permits among supported credential types. Current setup instructions are at https://dmv.wv.gov/mobile-id-faqs.
Yes. WV DMV’s current Mobile ID eligibility list includes Minor Graduated Instruction Permit and Minor Instruction Permit. The physical credential still needs to be current and readable for enrollment.
WV DMV says the Mobile ID is stored on the user’s smartphone, but its public FAQ does not give a blanket guarantee that every presentation or verifier works with no connection. Do not depend on offline Mobile ID where acceptance is uncertain, and keep the physical instruction permit with you while driving unless DMV publishes different possession guidance.
Use the most recently issued credential. WV DMV says an old document can become invalid after a new document is issued, and applicants updating credential information or replacing a lost/stolen credential should contact DMV before Mobile ID enrollment. If the app does not update cleanly after the new permit is issued, contact WV DMV and re-enroll with the current credential.
West Virginia law requires an instruction permit to be in the permit holder’s immediate possession while driving. Because current DMV material does not clearly say that Mobile ID replaces that possession requirement for permit driving, keep the issued physical permit with you unless WV DMV provides different current instructions.
If the issued permit is lost, stolen, damaged, or unreadable, follow the dedicated WV permit replacement process. Mobile ID does not remove the need to replace a physical credential when DMV rules require a duplicate.
Use West Virginia Mobile ID only through the official DMV-supported process. A screenshot, camera photo, scanned PDF, or manually added wallet image is not the same thing as an official Mobile ID credential.
For driving under an instruction permit, keep the physical permit in your possession unless current WV DMV guidance expressly says an official digital credential satisfies that requirement.
"The AI mock tests were surprisingly realistic. The explanations for road signs helped me understand the logic, not just memorize. Passed my permit test on the first try!"
