North Carolina Learner Permit Supervisor Rules: Who Qualifies and the Five-Year License Requirement

A Level 1 learner's supervising driver must be a parent, grandparent, guardian, or another responsible person approved by the parent or guardian or by the Division, and must have been licensed for at least five years. The supervisor must sit beside the learner in the front passenger seat.

North Carolina Legal Requirements for a Learner Permit Supervisor

The supervisor must be legally qualified, seated beside the learner, and able to supervise safely. Supervising while impaired is a separate offense under North Carolina law.

• License tenure: The supervisor must have been licensed for at least five years.
• Relationship or approval: The supervisor may be a parent, grandparent, guardian, or another responsible person approved by the parent or guardian or by the Division.
• Seating position: The supervisor must sit in the front passenger seat beside the learner.
• Impairment: A supervisor may not supervise while under the influence of an impairing substance or with an alcohol concentration of 0.08 or more. North Carolina does not impose a zero-alcohol rule on supervising adults.

Who Qualifies as a Supervising Driver for a North Carolina Permit?

Does a North Carolina learner-permit supervisor have to be 21?

No specific minimum supervisor age appears in the Level 1 statute. The controlling requirement is that the person meet the relationship/approval rule and have been licensed for at least five years.

What Can Make a North Carolina Supervising Driver Ineligible?

• Invalid license: The supervising driver must be a licensed driver. An expired, suspended, or otherwise invalid license does not satisfy that requirement.
• Too little licensing history: A valid out-of-state license can qualify, but the person still needs at least five years of licensing history.
• Impaired supervision: Supervising while impaired or at 0.08 or higher is prohibited. It should not be described as DWI merely because the person is supervising from the passenger seat.
• Wrong seating position: The supervisor must sit in the front passenger seat beside the learner.

Can someone supervise me if their driver license is expired or suspended?

No. The supervising person must be a licensed driver who otherwise meets the five-year and relationship/approval requirements.

If someone other than the parent or guardian accompanies the minor to NCDMV, current NCDMV guidance allows written parent/guardian consent. Do not assume that consent signed before the visit is automatically invalid. See the official Level 1 permit guidance.

What Does a Supervising Driver Need to Record on the Driving Log?

For Level 1 to Level 2, the learner must complete the required 60 hours of supervised driving, including at least 10 hours at night. The detailed logging rules belong in the Required Practice Hours guide.

• Each drive: Record the supervising driver's printed name and driver-license number/state as required by the log.
• Signature: The form contains a supervising-driver certification/signature; it does not require a separate signature on every individual driving entry.
• Format: NCDMV currently accepts digital or printed copies of the required 60-hour driving log.

Can more than one person supervise my 60 hours of North Carolina practice driving?

Yes. More than one qualified supervising driver may be recorded. Each person whose hours are counted must meet the supervisor rules, and the log should identify the supervising driver for each drive.

• Confirm the supervising driver has a valid license and at least five years of licensing history.
• If the supervisor is not a parent, grandparent, or guardian, make sure the required parent/guardian or Division approval is in place.
• Record the supervising driver's name and license information accurately for each drive.
• Keep the log in either an accepted digital or printed format for the Level 2 application.
